I'm unsure if the creators behind it were really big fans of the Manga, but 90 minutes really isn't anywhere close enough to capture the essence of it. I am unsure if they had been trying to turn this into a Manga for years and just about got the money together for it so decided to go for it, or if this was a cash grab, but it really is overly ambitious as adaptations go. The acting leaves a lot to be desired, some of the practical effects are good but others are extremely dated even for this release date. I would only not recommend this because it might give the wrong impression of the Manga which is one of Junji Ito's best, but if you have no intention of giving the Manga a try and you want to watch something surreal with low budget effects in the vein of something like Tetsuo then give this a try. I do think the body horror in this could have been a lot better though, especially given the release date.
Boring and barely follows the story of the book

This highly stylised, oddly dated-looking film captures little of the creepy magic of the Junji Ito original manga and hampers the horror story by bogging it down with too much of a languorous romance plot. While it may be an interesting watch for the uninitiated, I can't recommend it for fans of Ito.
